The City Commission acts as the legislative branch of city government. The City of Marquette elects seven commissioners during non-partisan, city-wide elections. Every year, the Commission elects one of its members to serve as mayor and one as mayor pro-tem. The Mayor Pro-Tem is authorized to act on behalf of the Mayor in the Mayor’s absence. Commissioners serve three year terms and may not serve more than two consecutive terms in office. The City Commission has the power to hire a city manager and city attorney, and to appoint citizens to serve on numerous advisory boards and commissions. All official action of the Commission is accomplished through ordinance, resolution, motion or order. The duties of the Commission are to represent the citizens of Marquette, establish policies and approve the budget. By law, the City Commission must conduct city business at public meetings held at least twice a month. Meetings are usually held in the City Hall Commission Chambers and the public may make comments or submit petitions on relevant issues.   Meeting agendas and minutes can be found here. [less-]

The Commission also has review authority over the six-year Capital Outlay Budget through Section 7-2 of the City Charter. Corresponding MCL#, City Charter Citation, and/or City Code: MCL 125.3801-125.3885; Charter Section 2-13; Code: Chapter 2, Article IV, Div. 3, Sec. 2-425 through 2-426. Number of Members & Term of Office: Nine members serving three-year terms; one member of the Planning Commission shall also serve on the Board of Zoning Appeals, per Public Act 110 of 2006. Date Established: The City of Marquette Brownfield Redevelopment Authority (MBRA) was established by the City Commission on September 8, 1997 to, among other things, facilitate the implementation of Brownfield plans relating to the designation and treatment of Brownfield redevelopment zones; to promote the revitalization of environmental distressed areas and, subject to such limitations and conditions as are or may be prescribed by law, exercise such other powers as may be conferred upon the Authority. Corresponding MCL#, City Charter Citation, and/or City Code: MCL 125.2655. Number of Members & Term of Office: Seven members serving three-year terms, except for the 2008 appointees who served staggered terms of one, two, and three-year terms. The City Treasurer serves as an ex-officio member by virtue of the office she holds. Do members serve until a replacement is appointed? Date Established/Background: Established by the City Commission on Jan. 13, 1947 pursuant to the provisions of Public Act 33 of 2008, and the City Charter, Section 2-13. Mission: The Commission is responsible for developing and adopting a Master Plan for the City; reviews development proposals, subdivisions, and makes recommendations on zoning matters to the Commission. The Commission also has review authority over the six-year Capital Outlay Budget through Section 7-2 of the City Charter. Corresponding MCL#, City Charter Citation, and/or City Code: MCL 125.3801-125.3885; Charter Section 2-13; Code: Chapter 2, Article IV, Div. 3, Sec. 2-425 through 2-426. Number of Members & Term of Office: Nine members serving three-year terms; one member of the Planning Commission shall also serve on the Board of Zoning Appeals, per Public Act 110 of 2006. Do members serve until a replacement is appointed? Yes, per MCL 125.3815, Sec. 15 (2) “A member shall hold office until his or her successor is appointed.” Quorum Requirement: Five members. Meetings Held: Meetings are held the first and third Tuesday of each month at 6:00 p.m. in Commission Chambers; however, when August Primary Elections and the November General Elections are held, the group meets the second and third Tuesday of the month.
