Water State Revolving Fund (SRF) and Drinking Water Revolving Fund (DWRF) Public Notice

NOTICE OF PUBLIC HEARING ON THE CITY OF MARQUETTE CLEAN WATER STATE REVOLVING FUND (SRF) AND DRINKING WATER REVOLVING FUND (DWRF) PROJECT PLAN AMENDMENT FOR THE WATER & SEWER IMPROVEMENTS

Notice is hereby given that the City of Marquette will be holding a public hearing on the proposed City of Marquette Draft Project Plan Amendment for the Water & Sewer Improvements – SRF/DWRF Projects, for the purpose of receiving comments from interested persons. The hearing will be held at 6:00 p.m. on May 11, 2020 at the Marquette City Commission Chambers, 300 W. Baraga Avenue Marquette, Michigan.

The purpose of the hearing is to receive comment and views of interested persons on the Draft Project Plan Amendment and the environmental impacts of the proposed improvements that are being considered as part of this amendment. Discussions on the amendment, the alternatives evaluated, the anticipated environmental impacts, project costs and estimated impacts of costs to the users will be presented at the hearing.

The amendment considers changes to Wastewater Treatment Plant Solids Handling Project included as part of the Project Plan. The proposed project includes the following elements:

  • Provide system redundancy – currently a single piece of equipment performs both thickening and dewatering.
  • Increase biosolids storage capacity (currently less than 180 days of solids storage)
  • Support beneficial reuse of solids
  • Reduce the cost of biosolids disposal
  • Receive septage, fats/oils and grease (FOG) and high strength waste (HSW) as a service to the community
  • Increase energy production to leverage utilization of existing dual fuel generators.

The total forecasted cost for the amended project is $5,667,000.

In order to finance these projects, the City of Marquette is intending on pursuing low-interest loans from the Clean Water State Revolving Fund (SRF) loan program. The City has also submitted a business plan to consider principle forgiveness through the Green Project Reserve program. The projected impacts on the costs for a typical residential customer will be discussed at the public hearing.
