Sean Hobbins, Promotion

Effective March 2, Sean Hobbins will be promoted to Assistant City Manager. Sean is currently the Management Analyst in the City Manager’s Office. Sean is a graduate of Northern Michigan University with a master’s degree in Public Administration. Sean was a Fellowship Student at the City while in graduate school and worked for AmeriCorps as a Public Safety Analyst and as a City Management Intern with the City of Royal Oak before being hired by the City as a Management Analyst in 2015.

Effective March 2, Jen LePage has been promoted to the position of Director of Administrative Services. Jen has a B.S. in Business-Computer Information Systems from NMU and recently received professional certification in Human Resources from the International Public Management Association for Human Resources (IPMA-HR). She was hired by the City in 2009 as an IT Specialist and was promoted to Management Analyst in 2012 and subsequently to the position of Assistant City Manager in 2015. the Department Head for Administrative Services, she will oversee the Human Resources, Information Technology and the City Clerk divisions.

Susan Bohor, Retirement

Susan Bohor, Director of Administrative Services, has announced her retirement effective Feb. 28. She was a fellowship student from the NMU master’s in public administration program for the City from Jan. 2001-July 2002. She was then hired as the City’s grant administrator. She was promoted to the position of Human Resources Manager/Grants Administrator in Jan. 2006 and subsequently promoted to department head when she was appointed as the Director of Human Resources in Jan. 2008. Susan has been the Director of Administrative Services since being appointed on Aug. 1, 2010, when the divisions of Human Resources, Information Technology and the City Clerk’s Office were organized to the Department of Administrative Services. Prior to her time with the City, Susan gained experience as a Personnel Administrator, Personnel Manager and Director of Personnel and Office Services while employed with Sealy, Inc.

Kyle Johnson, Special Equipment Operator, has posted to the vacant Heavy Equipment Operator position in Public Works – Street Maintenance effective Jan. 27. Kyle will report to Supervisor of Street Maintenance, Art Carlson.

Carol Kielpinski was hired as a part-time Crossing Guard effective Jan. 20. She reports to School Liaison Officer, Nate Dawson. Carol is CPR certified and also works for Marquette Area Public Schools.

David Whaley, Promotion

David Whaley has been promoted to the position of Special Equipment Operator/Water Distribution in the Public Works Department. David studied Environmental Conservation at Northern Michigan University and worked for 16 years for Smith Construction as a Heavy Equipment Operator before being hired by the City in 2015.

Tim Hainstock has been promoted to the position of Special Equipment Operator/Sewer Maintenance for the Public Works Department effective Feb. 3. Tim was hired as a Heavy Equipment Operator with the City in June 2019. Tim has over 10 years experience in road construction and pipe work. He worked for both Smith Construction and A. Lindberg and Sons as a driver/laborer before being hired by the City.

Matthew Pleaugh has been hired as a Heavy Equipment Operator in Public Works effective Dec. 9. Matthew attended high school in Lansing and has been working as a Laborer/Operator for Oberstar, Inc. for the last 3.5 years.

Todd Collins, Resignation

Todd Collins, Patrol Officer in the Marquette Police Department, resigned effective Dec. 2. Todd was hired in September of 2008 as a patrol officer. For several years, he has also been one of the department’s two K-9 handlers. With Todd’s resignation, K-9 Skud will also be retired from service.

Isaiah Holloway has been hired as a Heavy Equipment Operator in Public Works effective Nov. 25. Isaiah is a graduate of Munising High School and has his CDL-A with airbrake and tanker endorsements. Prior to joining the City, he had worked as an Operator/Truck Driver for Oberstar Excavating, Inc.

The City of Marquette will co-host an informational meeting with the Noquemanon Trail Network to discuss special events to be held on the NTN South Trails. This meeting is scheduled for 5:30 p.m. on Feb. 27 in the Citizens Forum at Lakeview Arena.

Officials will address the permitting process, scheduling and conflict resolution. Any group wishing to hold events on the South Trails that charge entry fees are required to attend this meeting.

City of Marquette - Municipal Government

A work session has been scheduled for Jan. 29 at 6 p.m. between the City Commission and Planning Commission to discuss the recommended Land Development Code (LDC) amendments regarding recreational marijuana licenses. The City Commission approved an ordinance in October allowing recreational licenses in the City and the Planning Commission has held four work sessions to discuss how to accommodate these licenses into the LDC.

The Planning Commission approved the recommendations after a public hearing held at their meeting on Jan. 7.
